I ran system restore and now windows became an invalid licence. I have a Dell XPS 1530. System Restore does not open and appears deleted and doesn't exist. The Dell PCRestore partition gets a blank error everytime I run it. This is a good copy of Windows I bought with the computer. net start slvc doesn't work in safe mode or normally because there is not enough disc quota. Please help!

Thank you for providing us with feedback. There stands a good chance the problem could have been caused by the Trojans you mentioned from visiting various Torrent sites. More than likely you may need to back up all of your data and reformate the computer.
The true core of your issue centers on the line in your Diagnostic Report that reads:
File Scan Data-->
File Mismatch: C:\Windows\system32\Slsvc.exe[6.0.6000.16509]
This means the file has been Tampered, Modified or has become Corrupt. Vista see this as an attack to bypass it's Licensing security. So the Malware did not change your Product Key, but it appears that the malware did mess up the system file slsvc.exe. (this is also why you received an error when you tried to restart slscv, because since the file has been damaged, it makes sense that it wouldn't run)
To resolve the issue, you need to either repair or replace the file with a known-good one (of the proper file version)First try repairing Windows using System Restore:
1) Reboot Vista into Safe Mode
2) Go to Control Panel
3) On the left hand side of the Control Panel window, Click on "Classic View"
4) Double-click "Backup and Restore Center"
5) On the left hand side of the window, click "Repair Windows using system restore"
6) Select "Choose Different Restore Point", Put a check in the box that says "Show restore points older than 5 days", select the restore point that corresponds to the date Before you first noticed the issue.
7) Click the "Next" button.
8) Reboot back into Normal mode
9) Vista should no longer be in Reduced Functionality mode
If that doesn't work, try doing a System Scan. The scan will look for bad Vista files and will attempt to repair them, if possible.
1) Login to Vista in Normal Mode (not safe mode)
2) Launch an Internet Browser
3) Type: %windir%\system32\ in the browser's address field
4) Scroll down till you find the file cmd.exe
5) Right-click the file and select 'Run as Administrator'
6) In the CMD window, type: sfc /scannow
7) Reboot twice and see if that resolves the issue.
If neither of these sets of steps resolves the issue, my only other suggestions would be either to contact Vista support at http://support.microsoft.com and see if they have any other suggestions or reinstall Vista.

Thank you for visiting us today :-). The problem is that your Vista's Software Licensing Service has stopped. Vista uses this service to check itself and confirm it is Genuine. When the service is stopped, Vista is unable to confirm its own Genuine status and may show Genuine or Non-Genuine. The fact that the Service has stopped is also, most likely, the cause of other issues you may be experiencing (such as not having access to the Control Panel).Normally this is not a big problem, since you can just restart the Service. However, we have seen a number of users that receive an error when they attempt to restart the Service. This indicates a more serious 'root cause' to the service having stopped.
What I would like you to do is to try to restart the service using the 'Service Restart' steps, below. If the service won't restart, you will receive an error.
Service Restart steps:
(If you have access to the Start button):
1) Click the Start button
2) Type: cmd in the Start Search field
3) At the top the Start window, you will see cmd.exe
4) Right Click cmd.exe and select Run as Administrator
5) Type: net start slsvc
(If you do not have access to the Start button):
1) Click the option that launches an Internet Browser
2) A Browser will open, type: %windir%\system32 into the address field
3) Find the file cmd.exe
4) Right Click on the cmd.exe and select Run as Administrator
5) Type: net start slsvc
A) If the error message is "System Error 3, The system cannot find the path specified." or "System Error 2, The system cannot find the file specified" then go to the main Vista Validation forum page http://social.microsoft.com/Forums/en-US/genuinevista/threads/, look in the announcement section and follow the steps found in thread "Fix for ‘Software Licensing service Has Stopped’ on some Vista 64bit systems"
B) If you get any other error, please follow and answer the below steps and questions
What was the Full error message, you received, when you attempted to restart the Service?
Have you recently installed or replaced any Hardware or Software?
Do you have any Registry Cleaner software installed? (Include the name and version)
Do you have an Anti-Virus program that is up-to-date with all updates and signature files?
If so, run a complete scan. Did it find anything?
Also go to http://onecare.live.com/site/en-us/center/whatsnew.htm and run a complete scan using the OneCare Safety Scan for Windows Vista. Did it find anything?

I ran net start slsvc on normal windows with error messages (see answers below). Soon after, Windows restarts. Currently, I cannot start Windows normally; only in Safe Mode. System restore does not even open up and it appears deleted. Here are the answers in bold to your questions:
What was the Full error message, you received, when you attempted to restart the Service?System error 54273 has occurred.
The system cannot find message text for message number 0xd401in the message
file for BASE.
Have you recently installed or replaced any Hardware or Software?There have been many Trojans popping up. I have been downloading from torrents. I did a system restore that restored back to a point where there have been failed windows updates.
Do you have any Registry Cleaner software installed? (Include the name and version)
CCleaner and HijackThis
Do you have an Anti-Virus program that is up-to-date with all updates and signature files?
I just have Malwarebytes Anti-Malware that keeps finding Trojans after every restart.
Using the OneCare Safety Scan for Windows Vista. Did it find anything?I ran one care quick scan and it found issues and resolved them. Full scan ended in an error.

Thank you for providing us with feedback. There stands a good chance the problem could have been caused by the Trojans you mentioned from visiting various Torrent sites. More than likely you may need to back up all of your data and reformate the computer.
The true core of your issue centers on the line in your Diagnostic Report that reads:
File Scan Data-->
File Mismatch: C:\Windows\system32\Slsvc.exe[6.0.6000.16509]
This means the file has been Tampered, Modified or has become Corrupt. Vista see this as an attack to bypass it's Licensing security. So the Malware did not change your Product Key, but it appears that the malware did mess up the system file slsvc.exe. (this is also why you received an error when you tried to restart slscv, because since the file has been damaged, it makes sense that it wouldn't run)
To resolve the issue, you need to either repair or replace the file with a known-good one (of the proper file version)First try repairing Windows using System Restore:
1) Reboot Vista into Safe Mode
2) Go to Control Panel
