You will need to contact customer service/billing support.
How to reach support (FAQ) - http://forums.microsoft.com/WindowsOneCare/ShowPost.aspx?PostID=2421771&SiteID=2
Unofficial path - send me an email at sboots@mvps.org with a subject line including "OneCare" (to get past my spam filtering) and in the message body, tell me what country you are in, your forum nickname, and paste this link: http://forums.microsoft.com/WindowsOneCare/ShowPost.aspx?PostID=3999881&SiteID=2
I am not online 24x7, so you may be waiting for a reply, but I'll do my best to hook you up with support.

Thanks for your help Stephen. I found out that in had used another MSN ID other than my primary one when I signed up and renewed my OneCare subscription. That was my problem. If billing.microsoft.com would have posted an "ID not recognized" or some other meaningful message it would have saved me tons of confusion.

Thanks for returning and explaining the cause of the problem. Yes, the whole LiveID/Subscription ID/Billing Account thing can be pretty confusing for activation, renewal, and other items in OneCare that require the credentials.
