Windows ServerR2 only permits 1 RDP session

  I have a Window Server 2008R2 which only permits one session at a time rather than the default of two. I have installed the RDS Host Role and the option is grayed out to increase beyond one. I have run gpresult /h to an html file and am unable to locate a group policy which is overiding the default setting of two or the ability for me as a domain admin to modify this setting. I would like to fix this in order to ensure the server will accept the User CALs that I am getting ready to purchase/install.  

  P.S. Please accept my apologies is this is the incorrect forum. I did not see a clear choice for this issue.
