Blocked product key

Question
-
I purchased Windows 7 Ultimate last September and passed validation. In late April the Windows non genuine display commenced and when I checked validation I received notification that Microsoft had blocked the product key because another user has attempted to use the same number. Can you advise if this is normal to block an existing user because someone else may have attempted to use the number. What can I do to have this fixed.

Windows Product ID: 00426-067-9428642-86926
The product ID -067- Indicates a not for resale MSDN account. If you are not the account holder and you purchased this in a retail box, the box and it's contents are counterfeit. Demand an immediate refund from the seller
