Can an exam voucher for one region be redeemed in a different region?

Is it possible for a certification exam voucher which was ordered using the order form for Asia-Pacific region to be redeemed in the Americas region? (In other words, the exam would be taken in a region different from the one specified in the order form.)

Also, would taking an online proctored exam from a different region than the original be allowed, even if taking the exam at a test center in the new region were not allowed?
