Where's the Bing category on MSDN?

http://www.bing.com/dev/en-us/support has a link to http://social.msdn.microsoft.com/Forums/en-US/bingdev/ which appears to be under the bing category, but when asking a question, the bing category is nowhere to be found.

I found it from the msdn forum home page, selecting "View All", then entering "Bing". However, the forum appears to be empty.

Not a very intuitive forum name/category, if you ask me.

That is the forum for Bing Search API according to http://www.bing.com/dev/en-us/support, and is not a general Bing developer forum.
The one I am asking about is the general bing development forum. I am asking why it is not available for posting, there is no sign of locking or retirement.
