Is a certified title effect life time?

For any MCTS or other title, suupose I got it at age of 20, will be it still effect in 30 years?

Once you receive a certification you own it for life. You can always claim it. Note that certifications are for specific products AND versions that will eventually go out of date. For example, I have an MCSE on Windows 2000. I still own that certificate, but I am surely not going to advertise or use it since that it a retired technology and has little to no use in today's world.

MCTS and MCPD/MCITP are different they are retired unlike the previous version MCPs

While the MCSE will not ever be marked as retired it can be used whereas once the EOL for a technology passes the MCTS supported by it becomes EOL as well and will only be seen on your transcript as a passed exam.
