    does anyone know if microsoft sends out 2003 server evaluation on cd via mail.

    I don't know if they send such CDs, but I doubt it very much. You might be able to get an evaluation of Windows Server 2008 R2, but I don't expect that Microsoft will be sending out evaluation CDs for a product that is already two generations old.
