Installation of Windows Live Writer fails every time...

  I have WinXP SP3, and before I tried to install WLW on the SP 2 of XP, and when I do so, the installation gave me errors. I already had .NET Framework 3.5 on my computer before as well as the Segoe UI font, and I still got the error that it didn't install.
  
  I tried to reinstall today (March 4, 2009), and I get the "0x80070643" Error when I tried to reinstall. It says another program is preventing the complete installation, but the question I have about this is: what program, specifically?
  
  I am getting really annoyed about this one issue. Please help.
