WSUS 2019 not downloading Upgrade Feature of Windows 10 2004

Im trying to upgrade our computers using WSUS. I was able to download other updates such as drivers, cumulative updates but when I'm trying to download Feature of Windows 10 2004 or later version it wont download or it will stuck to 0%. Any suggestion or help?
