One other possibility:
If you still have the old computer it may be that a computer shop could get it running long enough to open Money, remove the password, save the .mny file, and then copy it to your new computer.
If the problem with the old computer is a failed hard disk, it is sometimes possible to recover data from the disk despite disk errors. One program that has a good reputation is SpinRite: https://www.grc.com/sr/spinrite.htm. It's not free
and it's a bit geeky to use, but can sometimes work wonders.
