Your Compaq Presario computer has its genuine OEM SLP license for Windows XP Home Edition from Compaq installed and it is reporting as Genuine.
You do not have an Office suite installed (at least one that is Office XP or newer). Your stand alone installation of Outlook 2002 is reporting as a Genuine installation of an OEM licensed product, which is consistent with software that comes with a PDA or other hardware.
You do not have either the Windows Genuine Advantage Notification Utility or the Office Genuine Advantage Notification Utility installed on the computer.
I simply do not see where anything having to do with Windows or Office Genuine Advantage would be getting in the way of "upgrading" (which I am assuming means installing Service Pack 3---please correct me if my assumption is wrong).
Could you describe what error messages or specific problems you are encountering, and could you clarify exactly what it is you are trying to accomplish when you write, "upgrade"?

Your problem is not a Windows or Office Genuine Advantage problem so it is off-topic to this forum.
May I suggest seeking assistance for your Windows Update problem in the normal support venues for Windows Update, such as:

Sorry but I have been fighting with my computer for a last 7 days from 7am to 3am and I did not get into my email to see your post. The problem is still on. It comes back with the error that my Outlook 2002 is not activated. When I try to activate it, the window appears and tells me that my Outlook 2002 activation wizard detected a significant change in machine configuration and to run properly I must reactivate the product. Help button comes up with another window saying that help is not available. When I press next button it asks me to put original Outlook 2002 CD in. After it is done, it tries to read the content and exits after 5 minutes saying absolutelly nothing as if all was ok. But still is the same story when I try to validate windows. Please help me out and this time I will stay glued to the screen.

The issue is not resolved. I had spent last 7 days from 7am till 3am trying to resolve it. The windows validation tool tells me that my Outlook2002 is not activated. When I try to activate it Outlook2002 activation wizard tells me that it detected a significant change in my machine configuration and asks me to activate again. When I press help it tells me in a little new window that the help is not available. When I press the next button then comes the installation window saying "Installing...", reads from original CD that came with the PDA (CD light comes on) and after 3 minutes both the installation window and the wizard window disappear. When I try to verify genuine windows package it is still the same story that I am rejected because the outlook2002 is not validated. I tried installation of outlook2002 again from the original CD and it comes up with the message that the installation patch is not present. I copied the original CD to another CD and if verifies everything well and running it from the second CD it is the same error. Please help me out. Now I will have my eyes glued to the screen

In mean time I downloaded and installed SP3 for Windows XP to solve some of my problems, then I downloaded and installed Office 2010 pro plus Beta thinking that at least that will fix my activation under Office but it still did not. At least I have now only 6 updates that I still can not download and not 20 something as it was before. Everything in Office works fine. This is the message that I get now when I try to download upgrades:
Failed upgrades..............run the Troubleshooter (with no error message present)
It loads them on, but fails to install them.

I have also completed as per line 2 i.e. dowlnoaded Windows Installer Cleanup and removed Outlook2002 that was still there, but still the same error when I try to update.
