New windows for some applications (like IE 7) always open minimized in XP

Whenever I open some applications in a new window in Windows XP Professional (Version 5.1, Media Center Edition with SP 3), they always open with a minimized window, although they used to open maximized. IE 7 and Windows Explorer are 2 applications that this problem occurs with every time I open them. (Note: I realize that dialog boxes and some applications, like the calculator, are not designed to be maximized, and my question doesn't apply to those.)
Is there any option to set in XP, or any fix to apply, so that applications always open maximized?
(I read somewhere in a Windows forum that this problem is caused by closing an application or shutting down your computer while that application is minimized. I don't know which forum it was or whether that statement is correct.)
Please refer me to the appropriate forum where someone can address this problem.
