ClickOnce Error During Installation

We have a little clickonce application origionally created and published in VS 2012, and now published from VS 2019, however, on only one computer we could not open due to the error below, and after uninstalling and during install we receive the same error.
I have resigned the application, up'd the .NET Framework from 4.0 to 4.72, deleted the users old manifest files from their computer; same error. Has anyone had experience with this that could provide me where I could start troubleshooting this error so we can get the program installed on the machine? Let me know what other details are necessary to assist.
