I recently purchased my laptop from Toshiba with windows 7 preinstalled, and now show that my copy of windows is not genuine. Any assistance would be greatly appreciated.

Odd - the system is complaining that it can't see the licenses in the BIOS - but there's definitely a SLIC table present, which provides them.
Please first try recreating Licensing Store.
Recreate the Licensing Store
Go to Start > All Programs > Accessories
Right-Click on Command Prompt and select Run as Administrator - accept the UAC prompt
Run the following commands in the Command Prompt window, using the Enter key at the end of each
net stop sppsvc
(wait until the service has stopped before entering the following lines)
CD %windir%\ServiceProfiles\NetworkService\AppData\Roaming\Microsoft\SoftwareProtectionPlatform
REN tokens.dat tokens.bar
net start sppsvc
slui.exe
After a couple of seconds the Windows Activation dialog will appear.
You may be asked to re-activate and/or re-enter your product key, or Activation may occur automatically.
If you are asked for your Key, use the one on the COA sticker on the machine's case
Reboot and Post back with a new MGADiag report.
(Note: the Line 'CD %win......\SoftwareProtectionPlatform' is all on one line - it may be broken in the Forum listing)

Have you reinstalled or done a repair install on this system using retail media?
The Key type in use is ONLY valid when using the manufacturer's recovery disks - any other media will result in the error message you're getting.

I have done a repair using system file checker, but no retail media. Is it possible to correct this issue? The manufacturer issued recovery media for Windows 8 only, and said that I would have to send in my laptop if I was to get Windows 7 re-installed.

Toshiba should have provided you with means to re-install the shipped OS - be it Windows 7 or Windows 8.
SFC alone would not have resulted in your current error set.
Let's see what the SFC results are -
SFC -System File Checker - Instructions
Click on Start > All Programs > Accessories
Right-click on the Command Prompt entry
Select Run as Administrator and accept the UAC prompt
- the Elevated Command Prompt window should pop up.At the Command prompt, type
SFC /SCANNOW
and hit the Enter key
Wait for the scan to finish - make a note of any error messages - and then reboot.
Upload the CBS.log file (compressed, please!) to your OneDrive or DropBox Public folder,
and post a link - also post a new MGADiag report.

The SFC (and background CBS data) are error-free, but three are some warnings present, in relation to KB2656356, KB2515325 (at least)
I think running CheckSUR nay be useful.
Please download and save the CheckSUR tool from http://support.microsoft.com/kb/947821
(you'll need to look in the details for Windows 7, downloading from the Microsoft Download Center)
Run it - The tool can take anywhere from 5 mins to a couple of hours to run (or 'Install') depending on how much it has to do, and may exit silently - it may appear to freeze for most of that time, but be patient.
The result is logged in the C:\Windows\Logs\CBS\CheckSUR.log file - and an archive …\checksur.persist.log file
Then zip the CheckSUR.log and upload it to your OneDrive Public folder so I can take a look - post a link in your reply.

No error there, either (I am a little surprised by that)
I really don't know where to go next - it seems that all the necessary files are present and correct as far as the OS is concerned - but it's still not able to confirm the license properly.
What happens if you attempt validation at www.microsoft.com/genuine/validate using Internet Explorer?

After attempting to valid using IE I get the response, "Windows could not be validated as genuine." I'm also working on getting recovery media from the manufacturer, as it sounds like that will be my eventual solution. I thank you very much for your efforts.Sunday, August 31, 2014 8:50 PM

I would have suggested a repair install, but that option isn't open to you here, as a repair has to be done with retail media - which doesn't have the necessary certificates etc to match the SLIC table and activate the install.
The only other thing we haven't looked at is the Event Logs...
Please open Event Viewer
In the left pane, navigate to the Windows Logs
right-click on Applications and select 'Save all events as...' save as Apps.evtx
repeat for the System logs - save as Sys.evtx
Compress both files, and upload to your favourite fileshare site
(preferably Dropbox or OneDrive/SkyDrive) and post a link in your reply
