    Try the following:

    1. Click on the Start button and in the Start Search box type in:  services.msc

    2. Press the Enter key on your keyboard.

    3. The Services window should now open.

    4. Scroll down to Software Licensing, then right-click on it and select Properties.

    5. Under the General tab, click on the Stop button.

    6. Set the Startup Type to Automatic, then click Apply.

    7. Next, click on the Start button under Service Status.

    8. Last, restart your computer.  Control Panel should now open normally.

  • Hello briand97,

Please post the results of the WGA diagnostics tool (http://go.microsoft.com/fwlink/?linkid=52012) with any new question.

Please also post the error code you get (if any) when you validate by clicking "Validate Windows" here: www.microsoft.com/genuine
The error code will be gray and in brackets at the end of the message on the page that says validation failed.  (It'll look something like this:  [0xC004C000]).

    Thank you,

  • error  0x80070005 occured after starting the software license service
    Tuesday, January 22, 2008 11:00 PM
  • I am having the same problem.  IE wont connect, control panel wont run, windows update control panel wont show up but automatic updates are downloading and I can install them with a shutdown and restart.

I am running RC0 and I think it look like RC1 installed even though I cound not get to the control panel to uninstall RC0 first.  I downloaded the full RC1 install but it say it was already installed.

Prior to download the full I ran the .cmd file to enable the RC from window update.  But after several reboots It didnt look like the updates were comming so that is when I tried to download the full installer

    Wow what a mess.

I tried to restart the licensing service and didnt work.  Ran the WGA tool and I will upload the results.

    Thank you!

  • I'm experiencing the same problem (control panel doesn't open, no error message), but when I open the properties of the Software Licensing Service, I can't use any of the buttons under the General tab (ther're all inactive). Yet the status of the service is displayed as active.

I tried restarting twice, and while a few days ago, this helped, it doesn't anymore now.

    Any ideas????

    Thank you!

  • Some precisions: when logged in as admin, the stop button is active. I tried what Carey suggested, but this doesn't solve the problem. Software Licensing Service is though still displayed as active, and as starting automatically.

I'm running Windows Vista Business 6.0.6000.

  • Hello!.

I have read this topic because I experienced the same problem after installed Vista Service Pack 1 RC1 (in spanish)

The system was working OK, but after the installation the control panel didn`t appear.

As the solution posted here didn't work for me I had to restore the system to  the point before the installation.

I couldn't uninstall Service Pack 1 RC1 because I couldn't access to the control panel.

I have an NVIDIA 8600 GT and an Asus P5B motherboard with 2GB of RAM, and Intel Core Duo 2,13GHz.
