I assume that you are getting this error on install. It means that .Net Framework is failing to install. This is a required component for OneCare.
Note that if this is a new install and you do not have a subscription already, you cannot activate a new subscription any longer.

If this is a reinstall, the following should assist in repairing the .Net Framework components:
To repair .Net Framework 2.0 on XP:
Open Control Panel
Select Add or Remove Programs
Locate Microsoft .Net Framework 2.0
Select the entry and when the installer launches, select Repair.
Reboot when it completes.

Note that after repairing or reinstalling .Net Framework, you will need to reapply the .Net Framework 3.5 SP1 update via Windows Update.
