MY EYES HURT!  I HOPE THIS HELPS TO CLEAR UP MATTERS SOME.  FOR THOSE OF YOU, LIKE MYSELF, THAT ARE WITHIN THE GUIDELINES SET FORTH BY MICROSOFT, I SUGGEST, IF YOU ARE STICKING TO IT ON  THE PRINCIPLE OF THE OFFER, YOU TAKE LEGAL STEPS IF YOU DO NOT RECIEVE WHAT IS DUE ACCORDING TO THIER (MICROSOFT'S) TERMS AND CONDITIONS.

Please note that the terms and conditions you refer to are not Microsoft's: they are localpcbuilder.com's. Microsoft provides support for this program, but the program itself is not a Microsoft program.
