Licensing Service Has Stopped - Code 0x80070426

    Question

  • I am getting the error 0x80070426 and can no longer perform Windows Update. The message comes up everytime I boot up the laptop and has been occuring for quite some time now.

    I performed the CMD.EXE --> net start slsvc and the message indicated the service started successfully but when I tried to do an update the service was stopped again.

    Don't see that file mismatch very often!
    Please try the following
    Open an Elevated Command Prompt window (click on Start, in the Search box type CMD, and wait for the file to be found - right-click on it and select Run as Administrator. Approve the UAC prompt if you get one).
    At the prompt, type
     
    SC QC SLSVC
    hit the Enter key and wait for the response
     
    do the same for
    SC QUERYEX SLSVC
    SC SDSHOW SLSVC
    SC QPRIVS SLSVC
    SC QSIDTYPE SLSVC
     
    Copy the results to your response here. ( click on the little icon in the top left of the Command Prompt windows - select Edit, then  'Select all' - then hit the Enter key, and Paste the result into Notepad or your response) - do not close the window yet.
     
     then run the following command to try and repair the damaged file
    SFC   /SCANNOW
    Once complete, close the window, and reboot
    run another MGADiag report, and post the result.

    Okay, after I ran the SFC /SCANNOW and rebooted, I received the message that I needed to reinstall windows and it looks like my Product Key is no longer registered.  After I clicked okay on the messages, Windows came up but I received a message that the DVR-CD was not running but Windows did come up.

    Surprisingly, the SFC appears to have fixed the file mismatch problem!
    The solution to the current problem is to recreate the Licensing store....
    Please try the below steps to recreate the Store files.  This may resolve the issue.
     
    1) Open an Internet Browser window.
    2) Type: %windir%\system32 into the browser address bar.
    3) Find the file CMD.exe
    4) Right-Click on CMD.exe and select 'Run as Administrator'
    5) Type: net stop slsvc  (it may ask you if you are sure, select yes)
    6) Type: cd %windir%\ServiceProfiles\NetworkService\AppData\Roaming\Microsoft\Softwar eLicensing
    7) Type: rename tokens.dat tokens.bar
    8) Type: cd %windir%\system32
    9) Type: net start slsvc
    10) Type: cscript slmgr.vbs -rilc (It may take a long time for this to complete, please be patient)
    11) Restart your computer twice.
    12) You may be required to enter the Product Key and/or Activate.
     
     Reboot
     
    Once complete, please post back with a new MGADiag report

  • BTW, I performed the following:

    Please check that the Software Licensing service is set to startup type Automatic.

     
    Click on Start
    in the Search box, type
    SERVICES.MSC
    and hit the Enter key
    Accept the UAC prompt that comes up
    In the listing of Services, find the Software Licensing Service (SLSVC)
    right-click on it, and select Properties.
    make sure that the service Startup type is set to Automatic - click Apply if you've had to change anything.
     
    It was already set to AUTOMATIC.
     
    Then try starting the service.
    What is the result?
     
     It started without errors
     

    If you get an error message, please report back with the EXACT details. No Errors
     
    If it succeeds, reboot - run an new MGADiag report, and post it back here

    If the SFC comes back without fixing anything (and I suspect it will do so), then try  this...
    download and run the CheckSUR Tool - this may remedy the problem with the file.
     
    When it's complete, upload the log file to your SkyDrive or other media-sharing portal, and we'll take a look and see if it's done anything.
    again, reboot, post another MGADiag report, and the link to your log file.

  • Okay, after I ran the SFC /SCANNOW and rebooted, I received the message that I needed to reinstall windows and it looks like my Product Key is no longer registered.  After I clicked okay on the messages, Windows came up but I received a message that the DVR-CD was not running but Windows did come up.

    Surprisingly, the SFC appears to have fixed the file mismatch problem!
    The solution to the current problem is to recreate the Licensing store....
    Please try the below steps to recreate the Store files.  This may resolve the issue.
     
    1) Open an Internet Browser window.
    2) Type: %windir%\system32 into the browser address bar.
    3) Find the file CMD.exe
    4) Right-Click on CMD.exe and select 'Run as Administrator'
    5) Type: net stop slsvc  (it may ask you if you are sure, select yes)
    6) Type: cd %windir%\ServiceProfiles\NetworkService\AppData\Roaming\Microsoft\Softwar eLicensing
    7) Type: rename tokens.dat tokens.bar
    8) Type: cd %windir%\system32
    9) Type: net start slsvc
    10) Type: cscript slmgr.vbs -rilc (It may take a long time for this to complete, please be patient)
    11) Restart your computer twice.
    12) You may be required to enter the Product Key and/or Activate.
     
     Reboot
     
    Once complete, please post back with a new MGADiag report

    I no longer have the license issue but I have two apparent problems that persist:

    Great! it looks like the WGA problem is sorted.
    As for Windows Updates - try the CheckSUR Tool I pointed to earlier in the thread - or if you've already used it, then put up the log on you SkyDrive (or other media-share site) and post a link to it  in a thread in the Vista Windows Updates Answers forum here - http://answers.microsoft.com/en-us/windows/forum/windows_vista-windows_update?page=1&tab=all
