Question
-
I downloaded the "fix-it center" application on an xp sp3 system.
After the troubleshooters installed, a window appeared asking me to join/register
at some MS site relevant to the program. I checked "yes", clicked "next" and got the indicated
error number which returned no information via a Google or forum searches.
What next?

From the error code that you indicated, it looks like the error came after you attempted to create a Fix it Center online account. This error usually means your machine has problem hitting the Fix it Center server for an account registration. To help us to understand this more, could you please use your machine and open up your browser, and try the following link:
https://fixitcenter.support.microsoft.com/RegistrationPortal/init.aspx
If the browser gives you an empty page, that's expected. If the browser gives you error while hitting the above link, that could be the reason why the setup is failing. Would you mind trying the above link and let us know what you get from the browser ?
On the other hand, you may also proceed with the setup without creating a Fix it Center online account as you will be able to do this at a later stage. On the "Create an account at Microsoft Fix it Center Online" page, if you choose "No", the setup will proceed. After you finished the setup, there will be a Fix it Center client installed, in that client, you're given a "Settings" tab to create an online account as well.
