Slow Internet speed in Windows 7

  Hai

       - Windows 7 Ultimate

       - 512Kbps broadband connection

        But I can't get speed more than 35Kbps. I tried the following steps...

         -> Deleted cookies in all my browsers

         -> Deleted files from temp folder

         -> I have ccleaner, even I cleaned my PC using that too

         -> I refreshed my router's cache also

          Still I'm getting the same 35Kbps as internet speed. What can I do to increase my download/upload speed?
