Hi,
Answer 1 ) To implement a Managed solution ideal security priveleges should be same as System Customizer seucity role (Because he/she needs to edit customization properties i.e open forms, views etc and chnage managed solution properties etc.. you can use the same role to assign it to Managed Solution Implementer)
Answer 2) Yes if you are deling a custom field and it has been used in Form, View etc then the system will not allow you to delete and show the field dependencies
*You can check the soloution components dependencies by Clicking on the SHow Dependencies button in Solution (Settings->CUsotmizaiton->CUsotmizaitons->Customize the System->Components, select component and click on SHow Dependencies button. System will not show custom field depenency from here)
I hope this answers your question.

Jehanzeb is correct. I would examine the system customizer role and look at it's permissions on the customization tab. That basically represents the minimum required permission set for working with solutions. The system customizer role is there basically to allow you to have a user that can implement customization but doesn't necessarily have access to everything else.
