Where is the Forum for Publisher 2013?

I'm trying to figure out why I can't wrap text around a picture inserted in a table in Publisher 2013 (I can wrap text around a picture inserted in a text box). Under table/layout it provides text wrapping options, but nothing happens when I select the various text wrapping options. Help! Many thanks.
