cannot download any programs without Administrator password/cannot make firewall active

  Hi I cannot download any programs without administrator password and have not a clue what it is. ever since I went thru micrsoft fix it it took me to a set up page where i could pick and choose whether to make things automatic or manual. Have no clue what it was and not a clue how to get back there. Now my firewall will not allow me to make it active and my computer is at risk.
