How to download and run a specific diagnostic

  During a Microsoft support remote control session today, I watched a Microsoft tech download and run a specific MATS tool, the Print Spooler Cleanup Diagnostic. I found a page describing the tool at http://support.microsoft.com/kb/2768706 , but I do not see any information about how to download the tool and run it myself. As another machine is showing the same problem, I need that tool!

  So my question is: how do I download and/or run a specific diagnostic when I know its name?
