  As of date, there is no e-learning for 70-513 but there may be in the future

  and Microsoft hasnt announced any detail about the release of training kit as well for 70-513

  For MCPD's usually they dont release any books or e-learning because its a PRO Exam and having done all your 4 MCTS basic requirements well, you are expected to pass this test without any help,

  Although you may get training materials from 3rd parties such as Transcend and so on..
