Microsoft Action Pack subscription

Hiya all, I hope someone can answer this one. I am a software developer working for a private development firm. We have a current action pack subscription, but looking at it it only comes with Windows Server 2008 R2 and Windows 7 Pro/Ultimate. I have been tasked with setting up VMs (Virtual Machines) for Windows XP, Windows XP x64, Windows Vista 32, Windows Vista x64, Windows 7 32, Windows 7 x64 and Windows 2008 R2 x64 for testing our software releases. Now I remember my old AP subscription had all of these (except 7 and 2008 which were not out yet, but it included Server 2005 instead)... Does it no longer have these, and if not, is there a way I can get a legitimate test key for these OSs besides forking out the money to buy them? I want to note that we will only be using them in a VMWare Virtual Machine on a single computer (my work computer) for testing purposes only.
