Hello,
The Forums Issues (not product support) forum is to report issues with the online forums application. This is not a support forum.
I'd ask in the Windows Insider Program forum on Microsoft Community.

Microsoft intends to let people upgrade to the retails version of windows 10, from the tech preview. However you must have a valid license for one of the qualifying OS. Windows 7 or 8 for instance.
