I have a similar problem with OneCare. It has been "at risk" for a month because SOME updates were not downloaded.
I uninstalled it and attempted to re-install with my CD. It starts to download & insatll then presents me with error code: 0044-80070641Monday, June 16, 2008 3:45 PM

Download and run the Cleanup tool - http://forums.microsoft.com/WindowsOneCare/ShowPost.aspx?PostID=828910&SiteID=2
Then try the re-install. If this still does not help, please contact support.

Try installing from the One Care download site - http://onecare.live.com/standard/en-us/install/install.htmMonday, June 16, 2008 4:07 PMModerator

I removed everything that might be blocking the install and some of it I paid good money for so now I am wide open and it still won't install. And the fix didn't either.

Steve, I can't find One carew to uninstall it. I uninstalled it earlier and when I did the website install it quit saying I had a version already running and to clopse it before trying again. How do i find it to remove it?

The cleanup tool I linked to in the other post will take care of removing it if parts are "stuck" and not removed via the normal method. If that fails, support is the way to go - they can remove all traces manually.

Had a virus from an ecard. I got rid of it, but it turned off virus protection in oncare & would not let me turn it on. I uninstalled onecare, & it gave errors & said it could not, but it was partially gone. Would not reinstall.
I did the cleanup from onecare, but still will not reinstall.

I suggest that you contact support as I suspect that the virus may still exist on your PC, preventing the reinstall.
