"Something went wrong while taking a photo"

  I have a ASUS windows 8 laptop. when I open the camera app, it say "Something went wrong while taking a photo" and says "connect a camera". I already checked my device manager under the imaging devices, the webcam is installed. i already checked the camera permissions under settings but it is already on. I can't also use the webcam on skype or any camera app.i I really need help with this.. thanks
