OneDrive in Windows 10 won't run and folder is missing

HI, Working on one of my salesmen's computers. he has windows 10.
He does not have a OneDrive folder, and I cannot get the OneDrive programs to run. I can find the program in C:\Users\xxxxxx\AppData\Roaming\Microsoft\Windows\Start Menu\Programs and also in C:\Users\xxxxxx\AppData\Local\Microsoft\OneDrive.
I also tried running the onedrivesetup.exe again (cant remember the path to that one)
However when I double click on that nothing seems to happen. I pulled up task manager and double clicked and it showed up for about a second and then immediately disappeared. I also tried running all of these as administrator, just for fun.
We are Domain account if that is important (but all of our machines run on Domain accounts so that shouldn't be relevant).Any idea what could cause it to open, and then immediately close?
I am running windows defender as my only anti-virus.
