I ended up calling support.
The program size of MLOC was only 15.9 MB. It should have been around 149 MB so somthing had corrupted it.
I then downloaded the tool "Completely Remove One Care"
I then went back to the main page and downloaded the 90 day free trial and reactivated my current subscription.
That worked for me!
I suggest you call support instead of chat since they will stay on the phone during the reboots.
I didn't have a validation key handy but the support person was able to confirm my subscription just by using my phone number.
