General advice on Word 2013 in terms of the template files and Normal.dotm

Hi, I'm unsure on how much of Microsoft Word works in terms of where the best place is for particular elements. For example, we have a network shared location where we store templates, letter templates, etc. We also have a network shared folder for a Startup file location. Our final file location is the source of my confusion, it is the User templates which points to a Normal.dotm file.
This file is stored locally on a user's C drive and I think this is the file that contains things such as quick parts for useful keyboard shortcuts. General advice on Quick Parts and personal storing of such things and how we can apply the same things to all staff would be very helpful. There's the Building Blocks file as well.
This isn't my area of expertise at all so some advice would be greatly appreciated, even if it means I need to ask this on a different forum site as I can't see where to ask it! Thanks.

Thank you both! I've discovered that in our work, staff had training to save things to the building blocks.dotm and that way if we were to roll out a new font or such change then we could overwrite individuals' Normal.dotm without affecting their personalisation too much such as these keyboard shortcuts.
