MS ICE doesn't install/run on WIN 10 RRS feed

  • Is there any chance this issue is going to be fixed? I have tried repeatedly to install and run ICE on my Windows 10 system with no success. It is a 64 bit system. It doesn't prompt me to download "Microsoft Visual C++ 2013 Redistributable or version 4.5 of the .NET Framework". I have no idea what the problem is, nor have I seen any answers posted as to what is going on. 

    Windows 10 seems to be impervious to being able to either diagnose or fix any problems that come up. You would think that a product developed by MS would actually work on their operating system, but apparently not? I can't possibly be the only one with this problem so getting some solid answers to how to fix this would be great. Thanks!
