Can't install Visual C++ Redistributable

I can't even tell if I'm in the right forum, sorry. I'm experiencing a problem with a software package (not MS) that I think might be a result of not having a recent enough version of Visual C++. The latest version I have is 2012.
I have tried to install every version higher than that and I keep getting the same error message:
Microsoft Visual C++ 2017 Redistributable (x64) - 14.10.25017
Setup Failed
One or more issues caused the setup to fail. Please fix the issues and then retry setup. For more information see the log file.
0x81f400001 - Microsoft Visual C++ 2017 Redistributable (x64) - 14.10.25017 can only be installed on Windows XP SP1 (x64) and newer platforms.
I am running Windows 10 Pro and successfully installed the latest updates 2 days ago. I'm on a 32-bit OS, x64-based processor.
What's the problem? Isn't W10 Pro newer than XP SP1?

If the OS is 32 bit then be sure to install the 32 bit versions found here.
