Error 403 when publishing to Blogger

  I keep getting error message "The remote server returned an error: (403) Forbidden" when I am trying to publish my post onto Blogger. Even though my Picasa storage is at 99%, the photos in this blog post are all in my Google+ web album and under the 2048px limit. So how come I still can't publish?
