According to the bios date, the SLP marker and the model of your computer it predates windows 7 by a couple of years. If you purchased this computer used or payed for a windows 7 installation media and key you need to seek a refund with the seller. If you attempted to install windows on your PC with a dell restoration or installation disk for a newer computer you will need to reinstall the original OS.
Look on the sticker on the bottom, back or side of your computer, it should tell you what version of windows belongs on your PC.

Hello Colmob1,
Your motherboard has the OEM SLP marker for a Windows Vista system. The SLIC table is installed for SLP version 2.0, Windows Vista. Winodow 7 uses version 2.1.
"Windows marker version: 0x0"
The marker version for Windows 7 is
"Windows marker version: 0x20001"
You should contact Microsoft Piracy if this copy was illegally sold to you, or if this is an upgrade you purchased from an OEM, a BIOS upgrade may be neccessary. Call 1-800-RULEGIT to report piracy to Microsoft.
