Restrict "Propose As Answer"

  How about a change where you can't propose your own posting as the answer to a question.  It seems to be getting out of hand where weak or incorrect responses are immediately proposed as an answer by the writer.
  
  Let's assume that every author of a response thinks that they've answered the question, but only let others actually mark the posting as a possible answer.
