Windows 10 v 1703 update causes "Local Security Authority cannot be contacted" when trying to use SQL Server

Question

Last week my computer upgraded to Windows 10 version 1703.
Subsequently I unable to access my SQL Server databases (running on the same machine). Whether running SQL Server Management Studio 2012, Server Explorer in Visual Studio 2013, or ASP.Net I encounter the error: Local Security Authority cannot be contacted (with accompanying detail).
What forum is appropriate for this? I have tried SQL Server > SQL Server Database Engine, but received no reply.

Thanks for your reply. I've already tried the first fix you note, with no result. I also already tried the ASP.Net forum because the first time I encountered the error was on a local web page using ASP.Net. Then I realized it was all attempts to use SQL Server, not just through ASP.Net.
I've submitted a question to the forum SQL Server > SQL Server Setup and upgrade.
