Intenet Options missing from tools menu RRS feed

    After recent windows update, can no longer access internet explorer. Error message reads "this operation has been canceled due to restrictions in effect on this computer.  Please contact your system administrator".  Searches on the net have given various options to fix, none of which have worked.  Can anyone help?  I have Windows 7 and run a 64-bit laptop.
