Microsoft ICE-1.4.4 won't run

  Hi Microsoft crew and others

  Ive downloaded Microsoft ICE-1.4.4 , no problems, its the correct version for my PC and its listed as a program in PC programs directory, but I cant get it to load. Ive tried running as admin, Ive tried deleting environmental variable for temp and TMP and uninstalling and reinstalling all to no avail.

  The Microsoft loading spinning icon spins for 1 second and then disappears .

  PLEASE HELP sorry Im shouting but there have been a few inquiry's about this and its fallen on deaf ears.
