I really appreciate the assistance by the way.
Upon trying step 6 of what you suggested the command prompt tells me "A duplicate file name exists, or the file can not be found"
Also what is the manufacturer's recovery media? Is that something they have to send me?

The error message at step 7 (I assume that step 6 was a mistype??) means that someone has already run the repair – so it sounds as if you have had the same problem before.

You need to go through the procedure again – but this time replace step 7 with
    7) Type: rename tokens.dat tokens.bar2
(if you still get the same response, increase the final number until it passes)

The Manufacturer’s Recovery media are required by their license from MS to be installed on every PC they supply – consult the manual for the exact details (they vary from model to model, let alone from manufacturer to manufacturer).
If you don’t have access to the recovery system (because it’s been deleted by something) then you can order a set of Disks from the manufacturer

Your machine is a Dell – you need to contact Dell for their advice on recovery systems, if the pre-installed system is not available.

For what version of Windows is the machine licensed, according to the COA sticker?

The problem appears to be a mismatch between the Certificates in the OS and the SLIC table in the BIOS – which would normally be corrected by changing the Key to the one on your COA sticker. Since you say that you are unable to read the Key, that option is no longer available to you.
You can try the following – but if it fails you will need to reformat and reinstall Windows using the Manufacturer’s Recovery media.

Please try the below steps to recreate the Store files. This may resolve the issue.

    1) Open an Internet Browser window.
    2) Type: %windir%\system32 into the browser address bar.
    3) Find the file CMD.exe
    4) Right-Click on CMD.exe and select 'Run as Administrator'
    5) Type: net stop slsvc (it may ask you if you are sure, select yes)
    6) Type: cd %windir%\ServiceProfiles\NetworkService\AppData\Roaming\Microsoft\SoftwareLicensing
    7) Type: rename tokens.dat tokens.bar
    8) Type: cd %windir%\system32
    9) Type: net start slsvc
    10) Type: cscript slmgr.vbs -rilc (It may take a long time for this to complete, please be patient)
    Reboot TWICE
If necessary, then you may be required to enter the Product Key and/or Activate. (check again for a COA sticker!)

    Reboot

Once complete, please post back with a new MGADiag report

The Manufacturer’s Recovery media are required by their license from MS to be installed on every PC they supply – consult the manual for the exact details (they vary from model to model, let alone from manufacturer to manufacturer).
If you don’t have access to the recovery system (because it’s been deleted by something) then you can order a set of Disks from the manufacturer

Your machine is a Dell – you need to contact Dell for their advice on recovery systems, if the pre-installed system is not available.
