Banned user request for re-instatement

I have a request for a banned user to be re-instated but I don't know whether or not this is the correct place to post it
Note that this is not a Live ID problem - login is OK but access to the forums is banned. Live account support does not seem to be able to deal with this.
I have examined the user's posting history and I cannot see anything that could justify a ban. There is no indication that the account has been hacked. The history goes back 4 years and there are more than 70,000 points accumulated. I am told that there has been no warning or cautions in that time. There is a theory that it might be a mistake, given that user reported advertising as abusive and the post was removed - perhaps the wrong account got banned.
I am posting responses in their old threads at the moment, but that is cumbersome and time consuming, and delays the response.

I would be grateful for any advice as to where I can send them to get the ban reviewed or reversed.
