I was told not to install ActiveX...when I try to get Windows Live OneCare updates it prompts me to install ActiveX...should I install this?

Are you referring to Windows Live OneCare - http://onecare.live.com or are you trying to run the Windows Live OneCare Safety Scanner - http://onecare.live.com/site/en-us/default.htm
If it is the latter, yes, you need ActiveX, but this forum is not for that program. You can go here -
