Hi -
We never tested it with Windows 2000 so really have no way of saying if this will work for sure. Given that you could not create a folder pair - it is most likely that it really will not work.

I’m afraid any versions of SyncToy can only work with WinXP or higher OS. Maybe it cannot work well on Win2000 for its nonsupport. Anyway, if Win2000 is in use, it is proposed to run SyncToy with other OS (WinXP for instance) on another machine, and sync folders shared on this Win2000 machine.

even though you encountered an apparently insurmountable problem using SyncToy (2.1) with "Windows 2000" with your system, and even though Deepa reports that SyncToy (2.1) was never tested with Win2k, and even though Danish reports that no versions of SyncToy work with Win2k, yet...

SyncToy 2.0 existed. There are some indications that it may have been considered a beta version (note link to https://www.microsoft.com/prophoto/downloads/synctoybeta.aspx from https://technet.microsoft.com/en-us/library/2008.12.synctoy.aspx ), but maybe not.
Prior to this, Wikipedia states that it was a component of the 'Power Toys' for Windows XP suite

It is the last version to support Windows 2000 although there have been some unofficial workarounds to use a subset of the functionality from Version 3.5 in Windows 2000."
