Since that thread remains unanswered or unconfirmed, I'd suggest two possibilities.
1. Reinstall Google Earth
2. Contact OneCare Support for help.

Probably because Google Earth *will* normally work with OneCare, so if it fails to work and OneCare is working normally otherwise, it points to a problem with the Google Earth app.
