In that case your machine is not licensed for Windows - you will have to purchase a Full Retail package of whatever edition of WIndows you want to use, and clean install that.
Make sure that you purchase from a repuatble retailer ( or MS itself) - there are many scan artists on the 'flea-market' sites such as Amazon MarketPlace, or eBay. - the following post may help...

Unfortunately, the System Locked Pre-installation disc you used is counterfeit. If you need to replace your original genuine Windows 7 DVD, please see How to Replace Lost, Broken, or Missing Microsoft Software. Do not download Windows 7 ISO images from third-party web sites!

Thank you for the reply.
The download link was from digital river which i thought it was genuine. My tech whom i bought the pc from is not contactable and i only have the CD Key using a 3rd party application to retrieve from my computer. Are there any other ways to replace the disk as i have no other details such as COA.
Probably reset windows 7 to pre re-installation as i still have Windows.old folder.

Your product key (XXXXX_XXXXX-V9488-FGM44-2C9T3) is also counterfeit. In order to fix your problem, you'll need to purchase a genuine "full version" edition of Windows 7 and perform a "clean install". Genuine Windows 7 editions can be purchased from the Microsoft Store.

How can you tell if the key is a counterfeit?Tuesday, July 10, 2012 11:27 PM
-
TheKey is NOT counterfeit - but it can ONLY be used in pre-installed Hewlett-Packard machines.
Your machine appears to have been originally shipped without any Windows installed - is there a COA sticker on the case (or inside the battery compartment)?
If so, for what version and edtition of Windows is it valid?

To counterfeit means to illegally imitate something. Counterfeit products are often produced with the intent to take advantage of the superior value of a legitimate product.

The Key is perfectly legitimate - it 's the circumstances surrounding its use that are invalid that makes the installation (and not the Key) counterfeit.
