What platform/tool is used by Microsoft for SharePoint online tutorials?

  I am in the process of developing some on line course ware for my company. We are using a form of Sharepoint that has been customized to our business. I want to develop some online courseware (interactive) in small nuggets. I really like the Sharepoint tutorials that are posted at the Microsoft
  Office Online learning with Sharepoint.  Here is the link:

  1.  What software product (or platform)  was used to build this tutorial?
  
  2.  Could the Learning Content Development System be a tool to build a tutorial like the one listed above?
