    to have an email start a script in windows that can then launch a program and / or run a script in another program?  Do you need specifics or do you have an idea of what I am trying to accomplish?

    That would be a really great thing for hackers to use to get into your system.

    You could create an add-in for Outlook that would execute custom code on arrival. 

    No.  There is no easy way to do what you ask unless you are an experienced programmer.
