PLEASE HELP! .EXE ERROR!

  Okay, i cant run any .exe file, then i mean really any. Ive tried everything, when i try to download a software to fix it, it opens with .exe and wont work. Does anyone know the location of Windows installer? that might help me a little bit. Please guy, im willing to do almost anything! PS: i use windows vista home premium 32 bit
